For many years in America the only racism that was acknowledged was that of the majority white race against the minority black race, such as the 'Jim Crow', Poll Tax laws and other now-ancient relics of the distant past.

In recent years, when politicians started making laws that overtly favored black people and discriminated against whites strictly on a skin-color basis, that was naturally termed reverse racism.

It is an oxymoron but it's stiill a handy term for describing the anti-white bias some laws and rules promote, such as Affirmative Action (quotas).
