sounds to me like an evac system, all it does is run your pcv hose to your exhaust. which in theory, creates a reduced pressure in your block allowing your rings and valves to seal better..(??) thus increased hp.
i know a couple drag race guys who do it.. 10-20 hp, doubtful..
