Those damn kids are here, too, but they tend to be much more prevalent in the hispanic neighborhoods. In Oxnard (largest hispanic population in Ventura County), for example, you simply have to drive well under the speed limit on anything other than the main boulevards or you run a very high risk of hitting a kid. It is said that since they tend to be lower income families, that the streets are their playgrounds. BS.
