In the 96-98 Cobra's, there are flaps that only allow 1 intake valve per cylinder to flow. Each intake valve has its own runner on the 96-98 and below 3250 rpm the flap stays closed on 1 valve. When you turn past 3250 rpms they open up for top end horsepower. So technically only 1 intake valve works below 3250 rpm. They are a thin plate that bolts between the intake manifold and heads. They are supposed to help with the low end torque. They redesigned the heads and intake for the 99 and ups so they would have the low end torque without the imrc. It is nothing you have to worry about doing. If you look around you can find pics of them. I have seen them before but have forgotten where.
