As for the CCRM (constant control relay module), what sucks about them is that they cost 160 dollars......guess what is inside a CCRM.......relays. That's it, only standard relays in a box, and they charge 160 dollars. You could pull it open and figure out which relay isn't working and replace it, i'm not sure if there's a neat way to get one open though. You could also try tapping on the CCRM with something and see if the relay gets unstuck to see if the fans turn on. Another thing you can do is since the power side is switched by the relay, jumper the power side and that should turn on the fans as well, to verify it is the CCRM.

As for idling high, try tapping the IAC valve lightly with a hammer and see if it comes down. You could also pull it open and clean it out with carb clean (they get gunked up inside) and see if that helps at all. To pull it open, all it would cost is the cost of the gasket and the time to clean it.
