In addition to my previous post, i would like to add something. Just because someone drives a foreign/rice car, it doesn't mean they should be ragged on. Just because someone drives a foreign/rice car that is modded, it doesnt mean that they should be ragged on. Now, when someone pulls up next to you in a foreign/rice car with a 3 foot wing, 8 different colored car, and a 3 inch exhaust tip when the rest of the exhaust pipe is 1½ inches and continuously revs his motor at you when you and the guy both know that his car is definately slower than yours, and then he just sits there when the light turns green, then you can start ragging on him.
