Probably the only "cheap" way to fix up a 4 cylinder car is to find a wrecked V8/turbo donor. Also to get more power, finding a junked thunderbird turbo coupe is probably the cheapest way, thunderbirds tend to be very inexpensive.
Other than that just buying the car you want is much less expensive.
