A good-sized set of Vise-Grips and some really tight adjustment, and you should be able to get it off. A good hit with a propane torch will help significantly, as the Loctite will liquefy at propane temps. I'd suggest hitting the 'grips with a mini-sledge hammer, that way you're "impacting" it off.
