Yes, the key thing is to disconnect the negative battery cable for 15 minutes. Maybe it would be easier to say let it idle for a couple minutes after the idle stabilizes at a specific RPM rather than trying to put a specific time on it. If it doesn't stabilize after 10 minutes, I'd say you have a problem that goes beyond resetting the computer.
