'Cause horse power ratings didn't go to sae "net" until '72 and before that the engine was tested outside of the car with all accessories removed. NO power steering, power brakes, Air conditioning, not sure if the fan was removed or not , nut all those accesories alone are worth probably the 20hp but not on the plus side. When in a car the motor would be making more like a 180 (for the 2v) at best. And that's when new. A worn 30 year old motor is would be making concideralby less. To give you and example my stock 2v cleveland that ran 16.29 in the 1/4 mile was only making close to 160hp. Pretty week, I know. I hope that clarified the whole hp rating thing.
