I doubt it's blow by if the oil is on the outside of the plug. If it was blow by you would see oil on the combustion side of the plug, which you already said was okay. Only thing i could think of would be valve cover is leaking but honestly you should be able to see that because the plug sits away from the valve cover so you should see oil leaking from the over to the plug wire.
