I think he's referring to the circuit breaker on the fenderwall starter relay.

It could possibly be the wiring for some aftermarket component (Stereo/ Alarm) is mis-wired and drawing close to the amperage limit of the breaker perhaps.
Try tracing down the wiring connected at that terminal and check the amp draw on each line seperatly, once you find which line is drawing power even when the key is switched off, try moving that lead to the lug on the positive terminal of the breaker and see if that solves the trouble
