Default over pressurized radiator

I just finished installing a new short block in my car and now it seems like my rad is over pressurized. My upper rad hose gets hard as a rock and it won't vent into my over can. If I install the cap so it's not tight it runs good I've replaced the cap with a 16 psi and a 7 psi cap with no change I"ve tried to burp the system several times although I do get some air out of it it doesn't help

nope!!
I've noticeed a lose of coolant also, so I pulled the top half off again and sending the heads to a shop to get checked.
