				 |   Unless you work at a machine shop, no.  Take it to Napa, they'll do it for like $35.  Its basically like cutting rotors, except just one side.

				 |   Unless your flywheel has deep gouges in it, just use some emory cloth to rough it up. Then install it. When I have a flywheel that has deep gouges, I just replace it. *note* When you resurface a flywheel you lose thickness. This can cause problems if you don't shim the wheel correctly. The material lost has to be made up somewhere.

				 |   try to find a shop that will use a Blanchard grinder to turn the flywheel.   you want to keep the same geometry between the friction surface and the center hub. |
