That sucks about your neighbors. Luckily, ours are pretty cool. I have been working on my car till 1 or 2 in the morning, running my air compressor and impact till then, and havent heard a peep out of any of em.

I say just find out who is calling them, and have a talk with them. Dont have a Sapprano style talk, but, a civilized conversation and explain yourself. Let them know you mean no harm and are just a crafty person. If that fail, kill em and hide the bodies.
