Rinse it out well with water, then take it to a welding shop. Any good welding shop will know enough to drop some dry ice into the tank while welding. The dry ice displaces all the oxygen so there's no combustible atmosphere. Only cost me $45 to have my sump welded in, including the cost of the dry ice. Also, don't let anyone talk you in to brazing it on....braze just won't hold well enough.
