The officer may have been anticipating the guy telling him he didn’t realize he hit your car. Kind of hard to argue that if the witness saw him get out and inspect the damage, then drive off. Regardless, if he hit your car hard enough to push a rim into a curb, he knew he hit it and shoulda been issued the ticket.
The good side here, sounds like he is taking responsibility for the wreck. His insurance should pay for the damages. Have you found out if he had insurance yet? I would think you would know by now, but he may be trying to avoid that ticket as well. My knowledge is Illinois law based only, but I am sure your state has comparable laws. Ryan
