![]() If he has 12v at the tank, then the relays should be good. Sounds like it's time to upgrade your pump. Be sure to listen for the pump right when the key is turned, after a few seconds the pump will turn off until the car is started. It's priming when you hear it at the begining. Good luck.

![]() I'll second the bad fuel pump. 12V at the pump means the relays and inertia switch are working, so I'll 2nd that too. Check for a good ground for the pump as well.
