A couple things.....
1. I highly doubt that his motor is going to propel him into the low 13's, even if its beefed up.... the motor you describe sounds similar to a S2000 honda motor, and they don't run low to mid 13's, at least not at my track.

2. I have a friend with a 98 Integra GSR, stock he turned 15.2, he just added a turbo and ran a 14.99..... then some "experienced" rice racer took a pass in his car and ripped of a high 13 second pass at 102mph. Goes to show what a driver can do.

3. Get a good set of Nitto DR's and a set of 3.73's. You'll kill him off the line and he'll have to try like hell to catch up.

4. With pulleys, offroad X pipe, mufflers, 3.73's, cold air induction, 14* timing, and MT sportsman pro tires my dad was running 13.6 at 99mph in the 1/4, these mods will come in under $2000.

A question was posed above why these guys race hondas and the like. Well, I remember not that long ago (~93-94) when I ripping up the streets in my 91LX 2.3L. At the time, I was 16-17 years old, I couldn't afford the insurance on a 5.0 stang, nor the gas. I tried to add an exhaust and such to it to make it faster, but it was in vain. Why did I do this???? Because a 5.0L wasn't within my reach financially. Sure, I might have been able to buy an 89LX 5.0, but I couldn't afford to drive it everyday. Now, most of my friends at that time were reduced to getting front wheel drive imports because they were cheap to buy, insure, run, and in my area, the front wheel drive goes a lot better in the snow. So....once these guys started making a few bucks on summer jobs, after school, etc, they too wanted to hop up their cars. Well, we all know its cheaper to hot rod what you have rather than buying something else, so they hopped up their civics and such, can you blame them? Now that I know what it takes to make a car run, I think that most of the small things like exhaust and such are sort a waste if you have an import, because either way, you still have a car that won't break a 15 in the 1/4, so why do it, but at the time, none of us knew that, so we hopped up what we had. Fast forward a few years, these guys are now my age (24), and have bigger bucks to spend. So now they add N2O, turbos, etc. Some may ask why they didn't just buy a mustang after maybe their first import... I personally buy cars that I had good experiences with and like, and if they liked their first civic, and now have the bucks to spend on them, why not. I remember when I had my 2.3L, all I wanted in the world was to beat up on "cocky" 5.0L owners that were always telling me to get a real car with some balls. Well, can you blame them for feeling the same way about wanting to hot rod their civic or whatever to beat up on all the mustangs that have always pounded on them????? I just think, we shouldn't all be so quick to judge and gripe about what the other guy is running/ and or doing with his car, no matter what it might be. We all have the freedom of choice to do what we want, its just that we chose the V8 route. I really believe that all the above is really why the import scene has taken off so much. Think about it, if your a 16 year old kid and you have a cheap little honda or something and you here about these guys beating mustangs and running 10, 11, 12's etc in the 1/4, you'd think you could do it to. And the cycle repeats itself. I didn't mean to preach, its just that there is such hatred between "ricers" and V8 owners that I think its dumb.

P.S.- the worst spankings I've ever had in my mustang came from a eclipse (the guy has two, one is a front wheel drive that runs high 12's at 115+mph, the other is his street driven AWD eclipse that runs 10.9's, yes, 10.9's at 127+mph), and a turbo'd VW GTI VR6.---- some of these imports deserve some respect, though 90% are your typical fart can, mid to high 16-18 second cars that want to race at every light. OK, I'll stop now.
