Weyne,
The add I saw was from Canadian Mustang. The price was $69.90 including instructions, screws, and sealant. Perhaps many of us could fabricate one at a lesser price.
The plate goes behind the rear seat. This is to stop spilled gas in a rear end collision from entering the passenger compartment.
