From what I've read, the Kenny Brown lowering springs nix the wheelhop problems that the IRS Cobra's have.

The 96-98 & 99(without fix) Cobra's dyno at about 260 at the wheels, they make the hp they are supposed to, and the last post on the fix dyno numbers I saw was 271 before 283 after. Which meant that Cobra was making closer to 340hp at the flywheel. The Cobra's with the fix do make the 320 they are supposed to. They have also been known to run in the mid 13's stock, real real low 13's with gears and DR's.
