what does it take to get a 87-93 mustang 5 speed into the mid to high 13 second range?

Real good driving, good tires, gears, some exhaust and cold air induction should get you there.

About 300 HP at the flywheel instead of 215-225 HP or about 240 HP at the rear wheels.
