In addition to the heads and intake, you also need a new timing chain cover, timing chains, computer, wiring harness ect. And 91LX2Bfast is right, even if you did do it all, you still wouldn't be putting out the same power as a Cobra motor. Cobra heads + GT short blocks makes for low compression.

It would be both cheaper, and more productive if you switched either to the 99 GT PI heads and intake, or just bought a crate motor.
