To Cat or not to cat?

Alright, I'm a cop and the last thing in the world I care about is how loud some joker's car is. If you get a cop like that they really have nothing better to do, really. As far as passing emissions, I would keep the old pipe with cats and slap it on for inspection, then take it back off once you pass. Is it a pain? Yes. Will you pass and get your sticker? Yes. Worth it? Up to you. Most cops don't care, we have more important things to take care of.
