Unhappy Burnt EEC IV

Hi, everyone I just wanted to ask a question.
I was in the mall parking lot recently when a little old lady hit the driver side front part of my car. (88 mustang convertable) Althought the damage was not great, the accident caused a very serious short to the battery and the solonoid.

I had the car towed home because of the short. When i finally got the car started again I noticed the idle was very high about 1500-2000rpms. I tried checking the codes to see if i could diagnose the problem but there are no codes. All I get on the meter is a 12volt charge; on all the connectors.

Finally my question: How and What do you check to see if the EECIV is toasted or not?

BTW I checked as best as I could to see if there was no other short; I couldn't find one. I also reseted the idle, no change.
