Speedometer Low

Speedometer indicates app 15mph low. changed transmission gear and cable. no joy. any ideas?

I have seen, but not recently, a small black box that fit between the speedo head and the cable and was adjustable. It was at a speedo shop and they would install it, spin the car up on their speedo dyno and adjust it till it read correctly.

I guess they are still around.
