Default Is my overdrive out?

New development on my '93 w/2.3L. I think the overdrive is out, but I can tell for sure. I have an automatic, and going from 0-60 I can count 2 shifts. When it gets up to 50 and beyond, the tachometer needle seems to remain unchanged. At 65 miles per hour the engine is runnin at 3250 rpm, which I think is too high for overdrive. Now, this car has 80k on it and has not had a tranny tuneup, flush, fluid change etc. Does this sound like a problem that can be remedied with some service, or is this puppy going to have to be rebuilt. Lowest estimate I've gotten so far on fixing the overdrive is 950 bux.
