Red face 650 DP Holley Carb on 390

Hey everyone... got a question that I hope someone can help me out with. My 650 Double Pumper Holley Carb is on the fritz. It floods and the floats stick. What I want to know is why a 1 year old carb would do this? The car is very well taken care of and neglect is not a factor. So can someone tell me what the problem might be?
