Question fixing large paint chips??

I just noticed today that right next to her hood on the front of her car she has a quarter sized chip right down to the primer...i stopped it from flaking around it, but she says it started out small and rain got in it etc etc making it larger...well now that its the size of a quarter i have no idea what to do about it....a bodyshop will charge her an arm and a leg for a tiny project like this....so does anyone know how to patch soemthing that size or just put something on it that stops the peeling and expanding?...she drives a 99 cavalier with chevy's dark green color....any input would be appreciated....
