Default Found rust under the battery tray.

This last weekend when I removed the battery tray on the garage queen I found some rust underneth on the fender over the frame. Two spots about 1-1/2 to 2" about 3 to 4" from each other. What would be the best way to deal with this. I was thinking maybe sandblasting and welding a plate over it, or at least cleaning it up with a wire brush on a electric drill. Are there any better ideas?
