Post Gas tank over flows when I fill up?

When I fill my 1990 mustang 5.0 up the gas overflows. It does not come out where I put the gas. It comes from under the car somewhere? Its seems to be coming from the gas tank area. Is there a plug missing or something? Why does it over flow when I fill up? Does any of your cars do this? Do I need to worry about this. I am afriad to catch on fire or something. I just don't fill it up all the way. Can any one help?
