I would definently say that the car in the photo is a 2.3l turbo (the double decker wing sets it off.....), which runs a mid 15 (?).

As for you're brother....in current trim (stock), your car will run a mid/low 14 well driven. that beats his car in current trim. if those "new parts" do make him run a 13, you'll need some stuff to beat him, though i highly doubt he is going to actually get what he needs to run 13s (turbo). So, in order to have a good margin of error, get a full exhaust (headers/h-pipe, cat-back (importance in that order)), and gears (3.73). have fun! at that point you will be running a 13/14 solid if you drive well.
