Question Underdrive Pullies, are they worth it?

I want to make the car faster by doing bolt on parts. Will these be a good buy, if so which kind? Then later I want to get 4:10's in the rearend. The car runs a 14.6, will these two mods reach 13 seconds? Just wondering? Thanks.
