Your first question was making me think too hard, so I'm going for the second one.

If you're not running the emissions junk, then block it off. On my TFS TW heads, I just called up TFS and they sent me these nice little screw plugs that fit perfectly into the back of the heads. Welding them shut would work too, but it's permanent.
