If you dont have the shim and just torqued your rockers down, they would be putting too much pressure on the valve, and its possible that they aren't letting the valve fully close, resulting in crappy performance.
Put a 0.025" shim under the rocker, and tighten the bolt down until you can no longer spin the pushrod freely, then if the shim is correct, you will come to your torque spec between 1/4-3/4 of a turn.
