PCV (positive crankcase ventilation valve) allows fuel air mixture and combustion gases that leak by the rings to be reburned through the combustion process, instead of dumping them into the atmosphere (pollution control)..

So in theory, it's purpose is to reduce emissions by directing these unburned gases into the aircleaner to be reburned....

a breather cap just dumps the bi-products into the atmosphere..
