I like Eibach's progressive rate springs paired with Bilstein shocks for area's with bad roads.
I live in PA who has something like the 3rd worse roads in the country and the Eibach/Bilstein combo I had in my old '97 T-bird proved incredibly compliant on the rough surfaces, but still bit HARD into the corners. The IRS somewhat helped retain a smooth ride, but I don't think Mustang would be too far off. In fact, the combo was so nice that my brother is going to install the same into his '99 GT, and this T-bird I now own is going to get the same.
