It's the speedo cable. You should be able to replace it if you pop off the cluster and you can crawl down under the car. Mine did that for years and really made my friends laugh. While it is off, spray some wd-40 into the back of the cluster where the cable goes in and hang your cable vertically and sray wd-40 into the body so that any future binding will be preempted.
