Default Eratic Speedometer

I have an 88 Special Service Car with the 140 mph "certified calibration" speedo. Well I dont think it will pass certification anymore since it moves around like a damn polygraph needle and goes all over the place. I'm hoping its just the cable. Or does this sound like an internal problem with the speedo.

Do I have to have a specific cable for it, or can I use any 140 mph cable from a regular 140 mph speedo.

Also my fuel gauge always reads empty.... You guys have any ideas of what may be wrong or how to troubleshoot the problem?
