The Mustang looks like a 2000 with Chrome rims, and a Hood scoop. Possibly a 99 with the GT badges thrown on. The spoiler gave it away.
The Black Mustang behind it in the one pic is a 2001+. If the scoop on the hood was functional it could be called a few things. Ram-Air, Forced Air, even some might call it cold air. But to answer your question, nope, thats not the intake.
