Default Is it a bad fuel pump?

I have a 1983 gt with a 650cfm Holley and a Holley intake. If I drive the car for 20 to 30 min and get on it a few times it dies and the (see thru) fuel filter goes dry. After about 5 minutes the car will start back up and the filter will be full of fuel. The fuel pump is not all that old but could it be bad? Thanks.
