In my copy of the 1995 Ca. Vehicle code, there are 29 pages that say who can have what, as far as lighting is concerned, and it specifically does not say anything about flashing valve stems, and when it comes to flashing lights, they are ALL completely illegal if not listed on one of those pages. Therefore, they are illegal.
Just like ANY forward facing red lamps on a non emergency vehicle. Take care, ~Chris
