Adam, take another look. The routing in the picture does have the smooth side of the belt on the water pump pulley. Follow it around with your eye. If the grooved side of the belt was making contact then the smooth side would be contacting the crank pulley. The pictured routing also gives you ample clearance from the tensioner pulley.
