*Why does a "small tax increase" cost you two hundred dollars and a "substantial tax cut" save you thirty cents?

Simply because all tax cuts are supposed to be "revenue neutral" over a 10 year period. You never see the real cuts, because new legislation makes a new 10 year plan.

*I read recipes the same way I read science fiction. I get to the end and think, "Well, that's not going to happen."
