well the only way to get clear headlights again is to buy a new set this is pretty common i kept blowing out headlight bulbs because of the water splashing around inside the assembly and getting on the hot bulb i finally got a super small drill bit and drilled 2 tiny holes in each bottom corner of the lens and i never had a problem with it holding water again.
