The subject of emissions changes from state to state. I am in California where it is so crazy but you can do the swap and smog it as a V8 car as long as it meets the standard for a V8 5.0 for the same year of the car. There should be someone you can call within your state that can give you all the info you would need to be legal. Check with a local smog shop and see who they reference!!!
