Out here in CA dumps aren't illegal as long as you have catalytic converters. Does you're H-pipe have cats? If not, you're not going to pass emissions. Cats shouldn't cost you that much power unless you have a really modified engine ie: blower, 7000rpms. Also no cats is unhealthy to anything that breathes. I hear long tubes are a real pain in the rear to install on a 5.0, but they are superior to shorties. If mac doesn't have a cat h-pipe for long tubes, BBK does(for their long tubes). If the long tubes have cats, I'd install them in a heartbeat.
