the flasher should be underneath your drivers side dash. But i dont think that that is your problem. If it was, your turn signals would work, they just wouldnt blink (flash)
I think its a wiring problem like richd suggested. When I pulled my dash, i accidentally messed up the plug on the back of the warning lights switch and every now and then it loses connection and my turn signals wont work. I guess that the warning lights are on the same circuit. Try pulling that swith out and messing with the wires. good luc
