Have you tried Alcohol?? A cleaner like 409?? Try it in a small area, incase it messes up. You can also try enamel reducer.
You don't know what cased the sticky do you?? Do you think it is something on the vinyl or do you think it is the vinyl itself being sticky?? If it is the vinyl itself...don't know what to tell you. Sounds like it is deteriating. If it is you might be able to seal it with some type of vinyl dye. Again, trying it on a small area that you can't see real easy.
