If the problem you're having is resizing it, try using either Microsoft PhotoDraw, or use Paint (most straight forward).
Paint: START---> ACCESSORIES ----> PAINT 1) First crop (see attached pic) it. 2) Then go to Image---> Stretch/Skew and resize it accordingly. I'm not sure though how good the quality will be though once it gets that small. Who provides your internet space? What do you mean "set up your web page> You mean to start building it and putting images and text, etc? on it?
